Good contribution targets

• Add assay-specific normalization in encodefetch/assays/.
• Add exporters in encodefetch/exporters/.
• Extend metadata fields in build_file_record.
• Improve examples and add tests for generated samplesheets.
• Report ENCODE records that need special handling.
